For one of my accounts, it showed after 5 months for the first time. I think it was because I had to jump through hoops to convert the card upon approval, and then move limits from another card. So that may have delayed everything.
For my DW's card, it took a little less than 3 months for the link to show up, but we waited 3 months from approval date to make the first request.
Ever since they started SP CLIs, we've got increases on our 3 cards every 3 months from the last CLI. I've also got denied for asking right before the 3-month mark, so it seems they really count the days between CLIs.
Thing is, the link comes up for me only two months after a CLI approval, so that tricked me the first time.

A few other members have also reported getting denials for asking too soon.

Both, I suppose.  For example, I was approved for the Cash Rewards card on 8/23/17 and my first CLI was on 11/25/17. Statements were cut on 9/20, 10/20, and 11/20.

The BoA luv button showed up in my Cash Rewards account today; exactly two weeks before I'm eligible to apply for a CLI.

I've never seen it there. Only when I log in from a regular browser.

No. I believe you have to be on a browser on a computer where it can actually load and display properly. It might be possible doing it on a phone browser with the desktop view option, but I would recommend doing it on a computer.
