FNBO sends me those regularly on my China Airlines card, so it's likely that they do it for many account types. The only other lender off the top of my head that sends those "for life" offers would be NASA Federal Credit Union. Definitely consider the full cost of the offer in comparison to other balance transfer offers with more limited timeframes (or even non-promo transfers to very low APR credit union cards without transfer fees), as the combined transfer fees and APRs are usually not quite as competitive with these "for life" offers.
