With a maxed card I don't recommend relying on a new card for a BT. She may be under 25% but that's with a maxed card and that will affect both her approval odds and the limit that she stands to qualify for. The utilization on the new BT card will matter as well. Ideally she'd want $36K and I would doubt that to be possible. Her best best would be to transfer a portion of the $12K and aggressively pay down the remainder and then get to work on the BT.
How old is her TE? If it's 13 statements old, you can just transfer limit.

An important question: How much per month is she paying already toward the $12k balance? A lot more than just minimum payment I hope.
With BofA, she can likely go to $4k, but that's with an expectation of beginning significant payments the first month, not minimum payment amounts.
Also, +1 TW comment about the True Earnings, how old is that card?

With AMEX there is not a recon to higher limit. What she can do is try the on-line Request A Credit Limit Increase button, once the card is in hand and activated, as long as she has not tried it in the last 6 months. That will be a SP review for a CLI, but no guarantee a CLI will happen. No penalty for trying, so worth a shot.

And should request 3x limit...assuming she hasn't requested a CLI in the last 181 days.
