It doesn't! They are not legit prequals. They are more like recommendations, as you said. Legit prequals would give you a set APR.

Yup, "recommended" is the key word here. Tread with caution.

Don't want to get a card that isn't going to grow at a good pace for me, otherwise it would be a waste and take another good card spot from my portfolio.
I have one BoA card and it's grown quite nice in just 3 months ($2500-$12K), with moderate to heavy use.
Lenders like you to use their cards, so if you SD it don't expect anything miraculous to occur. I seem to get the big raises on the cards that I put tons of use through. (Except BCE, but having 11 INQ's on a thin EX is jinxing that AFAIK.)
If your profile and income support it, you could be like others on here that have $50K+ limits with BoA.
Someone who doesnt know better, and to look for a set APR, would apply thinking they got an offer and get a denial.

What leads you to think it is a "prequalification" website? The language to get to it clearly says Check for customized offers. The button to proceed says "get customized offers".
The offer page, for the proposed cards, then lists out the potential terms.
I'm not seeing where one would get the impression this is a prequalification.
