Never heard of this bank, but looking at their Tru Rewards Elite MC, it seems to indicate a *minimum * $15K limit.
4X rewards points, but I don't see anything showing points being able to be redeemed for cash or even a statement credit. The rewards catalog has a few nation wide offerings, but a lot of it seems to be aimed towards local stores and chains in the Pacific northwest.
