Any idea if it's forever gone? Is there another way to check for offers?

It's been gone for awhile. No way to check. Having said that pre approval links are only guidelines and should never be totally relied upon as they are mainly marketing tools. If you provide some info on your credit file and what card that you are interested we could provide you some guidance about your chances for approval.

+1, pre approvals can be comforting but they are never a sure thing anyway.
It's best to just apply for what you want whether you're been preapproved for it or not. And I haven't seen the Barclay's preapproval link working for a long time either.
We can definitely guide you as to whether we feel you'd be approved for something based on info you give us, but at the end of the day nothing but applying will give you the answer. Also, Barclay is pretty good with recon. Not that 100% of people who get declined can recon succesfully but they are generally relatively sympathetic.

If your TU report shows more than three INQs, don't even bother to app.

Definitely not the case for everyone so let's not state it as if it's a diehard fact. The user of inquiries is just one component of your credit file and Barclays will definitely approve someone with 3 or even more inquiries if their credit file is strong enough.

AGREED--I have had mailers and pre-approved online offers from Citi but when I go to app there is a denial each and every time, and Citi doesn't normally handle recon calls well either.

Point taken. Would agree my profile wasn't the thickest when Barclay denied me for the Arrival card.

Yup. I was approved for Arrival+ work about 12 INQ *and* like 7 new accounts in the prior 2 months.
always take pre-aprov. with a grain of salt.
