No clue. Asking for a lower APR is just a way to hopefully be told about a CLI on your account. If they do happen to lower it or do both---great!
I've had mine since Nov. & nothing yet. Used it a lot in the beginning, now it's pif & I'm working on a couple of other cards. I went to click the credit line increase but it's a hp.
Update: My 12th statement just cut and no auto CLI.
Hopefully I will see something on the next statement. Thanks for all the comments.

Barclay SM lowest Apr rate posted on their website is 13.9% for purchases.
Call them up and ask for an APR reduction and hopefully they will also say that they see an offer for a CLI without pulling credit. If they don't, ask if you account is eligible for a SP CLI.
I just did this last week and I got my APR lowered from 20.99 to 16.99 and got a $1500 CLI to go from $5500 to $7000.

Have you tried
(a) paying down the balance to zero, and / or
(b) calling the CSR for APR reduction? (You might be under 0% but I'm talking about ongoing)
My 13th statement will cut in the next 2 days, hoping for an auto CLI if not I will call and ask. Thanks for all the posts.
