I called the number on the card, ask for an APR reduction. She looked into something and said she would have to transfer me to someone. Got transfered and she knew what I was calling for. She checked her computer and said she can reduce me APR from 18.24 to 14.24. Once that was done she asked if there was anyting else, of course I asked if I could have a CLI and she said of course and it would be a soft pull. She went ahead and checked, came back for a $4k CLI. Took all of about 6-7 minutes. Very simple IF they transfer you.
Called but not transfer, will try again shortly

Don't overlook prior discussions as a resource. The "ask for an APR reduction" trick with Barclaycard is a fairly common topic. You need to be transferred past the frontline CSR's for this. A frontline CSR will tell you what you stated.

Is your card outside of the 0% APR promo?
If yes, then do the following:
1) Call Barclay CSR. Ask for APR reduction
2) You'll get transferred to credit analyst. Ask them for APR reduction
3) If your profile has grown since you got your card / last CLI, you'll get some reduction unless you're at rock bottom APR
4) Once done with APR reduction, ask to check if some SP CLI offers are around.
A couple of months ago a good number of people managed SP CLIs this way including yours truly.
Never believe a CC CSR.
