Welcome to the forum, this has been discussed many times and has come to a YMMV standing. Everyone has reported different success, I suggest spending responsible and making all payment within a timely matter. I don't think it would hurt to let a small balance report, I did and then PIF'd it the next day. Also this should be moved to the Credit card section, I'll alert an mod for you.

I've let every statement cut with a full balance and then PIF and had no trouble w my 61 day CLI. It seems as if PIF is important to them but people have success with PIF before the statement cuts and also after.
I really don't think it matters whether you keep a balance or pif but I do know that if you open bunch of new accounts and / or new inquiries, you can be denied. My 61 day cli has been denied on three different Amex cards due to either too many inquiries or new accounts while my wife had no issues. DW has lower scores and a baddie on her reports compared to mine but she has no new accounts and only 1 or 2 inquiries

Should I use the card and pay the balance in full each month or leave a small balance on the card?
Doesn't seem to be about whether you carry a balance or not. People get CLI's with and without balances.
For me, when I used my BCE, I made sure that I had no balance to report. At 61 days, I got my 3x cli.

I had a $1.2 balance (on a $2k limit) when I requested mine and it was approved. YMMV as always.
