Sounds to me like it is an old feature you can have grandfathered if you were an MBNA customer, i.e. a feature on its way out the door and not on its way in the door.

Paying my Amex from my Alaskain Airlines Visa is an option lol, I might just do this this time around and see if it works...

I used one of my BOA cards to pay my wife's Costco Amex. Worked like a charm.
Just an update for anyone interested in this. I paid $5739.33 this month using the BofA Visa.
2 CitiMortgage Payments @$800
2 HSBC Card Payments $4500
and an automated minium on my capital one 5.9% cc payment, and an automated fixed amount on my Citibank AMEX card. both are set up to pay automatically so i never forget and get hit with a late.
and then PIF on my Citibank Amex card.
Finance Charges = $0
