I'm seeing that BoA will reuse HPs within 30 days for CLIs but it's not clear this would apply to HPs from new card apps. Does anyone know? And would this also apply to non-BoA-branded FIA cards (Fidelity Amex in particular)?
From what I read they HP EX for approvals and TU for CLI. People asked to use the same pull from app to CLI other card but from what I read they say they will pull again.
BoA will HP apps and CLIs separately, but if you request a CLI and are unhappy with the amount, you can recon using that HP for 30 days.
I also heard that BoA loves their HPs, so I didn't app after a HP CLI.
I think BoA's policy on HPs is pretty fair.. HP for CLI is a mark for seeking additional credit, it's what inqs are there for, to give banks an idea of your recent credit seeking activity.
The only policy of theirs that I'm against is a HP to move lines around. I have X amount of credit with the company, why is it necessary to HP me to reallocate those lines..

That would only be true if it BoA always give out good limits. When I get a stinky SL and ask for a CLI, I'm a trying to get a reasonable limit that is comparable to my other cards. I'm not being a risky customer. BoA gave 1.5k when I had three prime cards around 5k.
Also the competition makes it clear - many banks nowadays grant SP CLIs. These banks obviously don't think HP is necessary for CLI, nor do they think CLI requests are reliable indicators of risks.
