I believe to eat the welcome offer you must app for a new card, resulting in a HP, and worse, us call you Appbar FOOORRREEEVVERRRR!!!!!! 
it took the card about 2 weeks or so to get to my house.

the welcome offer isnt a big deall more or less the 3% CB on gas is what i am looking at...

Other than department stores, the 1-2-3 kindof negates the purpose of the BCE. I'd definitely recommending doing the PC.
