Having a new card open and then the first thing to go through be PayPal charges is kind of suspicious to an issuer. PayPal is considered an online transaction and to make it worse they are not familiar with your "friends and family". Naturally BoA wanted to lock it up and put the breaks to it. You want to put more normal charges through first instead, like groceries or some fast food. Remember you just joined BoA so they are looking at what your buying much closer to get to know you better.

This is why I don't use credit cards to PayPal or Venmo money to people.  I'd rather lose out on points than deal with this kind of hassle.
