The $125 fee is required no matter what, even if card isn't activated. The person my brother spoke with to activate the card was extremely rude and nasty, took like 10 minutes because she thought it is necessary to read the ENTIRE terms and conditions over the phone.
I just looked at the T&C you linked, and it says this:
You may still reject this plan, provided that you have not yet used the Card or paid a fee after receiving a Monthly Billing Statement. If you do reject the plan, you are not responsible for any fees or charges. |
So yeah, have him call again or talk to a supervisor.

He doesn't even need to call. Based on the experience of others, long as he doesn't pay the fee nor use the card, it will be automatically canceled; won't ever report.
Key is did he pay the fee or use the card? If yes, he's likely stuck with it. While he could try canceling, the odds aren't good. Sure they'll likely close the card, but doubt he'd get a refund, and more likely get a follow-up statement for whatever is still outstanding plus interest. Even a closed account is a money generator for these cards.
