Irish80 and Fltireguy - They do NOT write down you DL number they just type your name as shown on your DL into their system likely to prevent money laundering.

Though it may not be codified into law it IS the accepted practice. Just this week I attempted to purchase 2k worth of Visa Giftcards at Office Depot they said they would not process the purchase without proof of ID. I refused and stated the Visa policy (because my method of payment was a Visa card). They declined to process the transaction and showed me their screen showing it would not let them go further without ID verification.

6 months ago I was at BestBuy buying a laptop for $600 when paying they requested ID I declined to provide it the store manager said they won't process it without ID, I cited Visa policy they still declined. I called my local PD asking for assistance I felt it was she discrimination I'm 24 and am being asked for ID but a person 2 transactions ahead of mine was in their 50's making a $1,200 credit card purchase and was not asked for ID. The PD said it is the accepted practice and that they reserve the right to refuse service.

I've tried denying to provide ID at least 10 times not one time did they let me complete the purchase without ID.

As I said it may not be codified into law, but try being a 24 year old going into a store and making a $2,000 purchase...they will card you and if you deny providing ID they will not complete the transaction even if you contact their corporate offices they'll say it's the store's discretion. I contacted BestBuy's customer service to complain they told me there's nothing they can do that it is at the store's discretion.

So though it may not be in writing it is something strictly enforced, at least it is for me being a 24 year old making large purchases.

Last time I checked the only things that they card people for are Tobacco, Alcohol, and Gambling.

 

I've never had a retailer request ID to make a purchase that was significant.  Every once in awhile maybe get ID verfication for Groceries or something which is odd but whatever.  

 

The CC/ID comparison to make sure the name matches may be part of their fraud mitigation policy.  I tend to buy big ticket items online anyway since they're considerably cheaper than going brick and mortar at this point.  If it's something that can be bought online and picked up then of course they match ID/CC before letting you walk out with the pre-paid items.  Makes sense to me to check to make sure the person picking it up is the person that paid for it.

In this day & age I would not claim anything is "100%" hack proof. But they don't need to copy the EMV chip, they can program the mag strip to indicate that the card does not have a chip so that the terminal will accept a mag strip swipe.

 

As for how they can use a card thousands of mile apart, the crooks know they have a short window to use a compromised CC# and distribute stolen CC#s very quuickly. The one time I had a card compromised Citi told me it was making purchases in L.A. & Bombay India minutes apart; Citi was right on top of it.


Citi has been catching things like that for a long time! In 1995 I used my Visa at Caldor in Long Island, NY. When I got back to where I was staying, my mother had called me saying that Citibank was trying to get a hold of me. Evidently someone tried using a cloned card in a Mobil gas pump in Anaheim, CA within 2 minutes of my purchase in NY.

Citi overnighted new cards to me in NY.

Austinguy - In California its standard practice. I get carded at least 2-3 times a week even at some fast food restaurants because fraud is so rampant.

Maybe it's because I'm young so they feel I'm more prone to participate in fraud? Which is age discrimination, but as I've said I've tried telling them I refuse to show ID because of Visa's policy saying I do not need to, they don't care at all and simply refuse to complete the transaction. They say take your business elsewhere then, sorry but that's our policy. I've complained and it didn't help one bit so I've simply learned to accept it as a fact of life...

I made a business purchase at a construction material warehouse last week for $5700 and wasn't carded.. also I made a purchase for 3400 last September for my anniversary and wasn't carded.. I'm usually never carded.

I live towards San Fernando Valley, OC is definitely a richer area so they probably don't want to offend their customers.

I'm guessing you're much older than I am though? I've noticed most places I go I get carded while people in their mid 30's/40's and up do not get carded when making a purchases in excess of $500 of a normal retailer (BestBuy, Costco yes Costco, stores in malls, grocery stores, Gas Stations, Movie Theaters, a lot of places).

Or maybe it's just odd to them to attempt to purchase $500-$2,000 worth of Visa GiftCards.

OfficeDepot would not even sell them to me if I was paying cash without my ID.

But I definitely have been carded dozens of times this year alone, and refusing even with proof of Visa's policy doesn't help even 1%. It's possible having someone young come in and spend more money than they make in their entire paycheck irks them and they just want to give me a hard time, or they think my age group is more prone to fraud but either way the end result is I get carded or I cannot complete my purchase.

I'm 29, Costco & sams club have never carded me, surprisingly the only places that Card me are places where items are around $15-25 like movies, Fast food, etc..

And I agree, i always ask for ID when taking checks, and cards but I usually ask for a cashiers check when doing Buisness.

It's odd that's Costco ID'd me especially because every purchase is linked to your membership card with your picture that they check when making purchases.

Say you steal someone's card and go to Costco spend $500 then the fraud is automatically linked to you...

But for some reason when I spent $200 there the cashier decided to ID me, no liquor or age restricted items being purchased.

I've been told there's a lot more theft/fraud in the Los Angeles area compared to OC maybe it's stores trying to protect themselves. But it's completely unfair to card someone based on their age and not card someone else spend the same amount or more money without carding them simply because they're older.
