Last time I checked the only things that they card people for are Tobacco, Alcohol, and Gambling.
I've never had a retailer request ID to make a purchase that was significant. Every once in awhile maybe get ID verfication for Groceries or something which is odd but whatever.
The CC/ID comparison to make sure the name matches may be part of their fraud mitigation policy. I tend to buy big ticket items online anyway since they're considerably cheaper than going brick and mortar at this point. If it's something that can be bought online and picked up then of course they match ID/CC before letting you walk out with the pre-paid items. Makes sense to me to check to make sure the person picking it up is the person that paid for it.

Why they denied me at first was cause the lady said EMV chips could 100% NOT be copied.In this day & age I would not claim anything is "100%" hack proof. But they don't need to copy the EMV chip, they can program the mag strip to indicate that the card does not have a chip so that the terminal will accept a mag strip swipe.
As for how they can use a card thousands of mile apart, the crooks know they have a short window to use a compromised CC# and distribute stolen CC#s very quuickly. The one time I had a card compromised Citi told me it was making purchases in L.A. & Bombay India minutes apart; Citi was right on top of it.
Citi has been catching things like that for a long time! In 1995 I used my Visa at Caldor in Long Island, NY. When I got back to where I was staying, my mother had called me saying that Citibank was trying to get a hold of me. Evidently someone tried using a cloned card in a Mobil gas pump in Anaheim, CA within 2 minutes of my purchase in NY.
Citi overnighted new cards to me in NY.
