Is this a store card or an actual credit card?  I know you said "CC" in the thread title but...  If it's a real CC then I don't see any excuse for such activities.  Even if money is tight you can surely afford a few cents.  An Amazon e-giftcard  is as cheap as $0.50.  Go to a gas pump and pay for a few drips of gas.  Do you not buy groceries?  A single fresh cucumber is cheap, and it makes a satisfying thud when you use it to thwack people who return stuff.

 

If it's a store card though I can see the temptation.  When you use a shopping cart trick to get a card for One-Eye'd Willy's Glass Eye Shop or something, you feel kinda stuck all of the sudden since nothing costs a buck there.  Kinda creepy going in the store, too.

 

I don't think your approach would work for long.

If it's a clothing store buy a pair of underwear or a pair of socks every 6 months.

On some of the cards I don't use frequently I keep a small recurring charge scheduled on them every month (Netflix, gym membership, Wine of the month club, whatever works for you) and then have the cards set to AutoPay so that I don't forget to pay. It keeps them active and AutoPay hasn't failed me yet!
