No, you would contact CapOne if you had an issue with your Kohls credit card. Any cobranded card is managed by the issuing bank not the store, airline, hotel, etc, etc.

Have you sent a letter via certified mail to Sync yet? That's where I would start. Sync's CS is not the best, plus it's almost imposible to speak with any type of a supervisor, etc.
Have you gone into a WM and complained to their CS? They very may well have contac info for Sync for this type of issue.. (We have a variety of backdoor #'s for Citi at work - they do our CC's, and the numbers we have are NOT the normal customer contact numbers)
CapOne shouldnt be referring you Kohls either for a card issue, unless it is something specific to Kohls end of the card (such as an in store discount that you are promised, etc.)
