I think the CL decrease (not CLI decrease - your thread title reads "credit line increase decrease") was due to the util, and they feel you haven't sufficiently reduced your util yet.
I know it sucks, but it could be worse. They didn't shut down your card or reduce your limit to 500. Just be mindful of util in the future and you'll be fine with this and other cards. Although credit cards are intended for carrying a balance, and the issuer wants you to so they make money, they still are going to get freaked out by a balance being carried that is right up to the limit.
Well they should be happy now. I just made a payment in full, so now they I have 0% utilization on that card.

I guess I'm the only one who doesn't think this makes sense. You had a 2,800 balance since Christmas so barely 2 months?
Someone just posted an auto CLI increase from Barclay of double their limit while having held an 80% utilization for several months. I personal paid my Barclay Apple balance down slowly after purchasing my Macbook in August specifically because most people who got auto increases said they carried a balance. I'm not sure I'd say it was utilization just yet. You should check your reports to make sure nothing popped up.

wow, they did the opposite to me, I had a $2000 balance on a CL of $2500 and after my sixth statement cut they gave me an CLI to $5000................ this absolutely makes no sense, something else must of spooked them.
Jumping on the bandwagon here.....
I've been running a (58%util) $7k balance on my ring that hit December, with my overall at 5%, and I've only paid $600 on it so far, with two statements showing a posting balance consecutively, but I'm mindful of what my other cards are reporting as well (keeping reported balances down to four cards or less), so it doesn't look bad to the AR soft pullers. I've checked the AR's, and I've had NO AA so far, so it's most likely a bad combination of multiple reporting balances, HP's, and increase usage.
