NFCU is easy like Sunday morning. Just follow their normal CLI standards (91 days and three statements if new, and 6 months in between CLIs). If I were you, I would wait to request the CLI until the January account review (AR) has been done for a better chance of a SP CLI. You should be fine to request the PC at any time. I believe APR decreases (if you don't already have the lowest APR) can be done at 1 year.
I would CLI the CashRewards and additionally app for the Amex at the same time. Easy Peasy

Just a note that unless something has recently changed (which is possible) NFCU will PC any of their cards to another, with the exception of their Amex - you can't PC to or from it.
It never hurts to ask, though... if they are now allowing it be sure to come back and let us know!
