In my opinion, it's worth it if the limit you currently have doesn't allow for the type of spend you need. If you're doing it just to do it...well, that's not a question that the forum can answer...that's really up to you.
I don't know that it's something that can be easily quantified. If someone has no intentions at all of applying for a loan or mortgage in the next 12-24 months, taking on a couple of HPs or even a bunch of HPs isn't likely to be a big deal on a sound credit profile.
No CLI is worth a hard pull to me. Perhaps if your AAOA is very low and you want to purchase on a zero percent interest offer you received for a card it might be worth it.
When I applied for my Chase Amazon card, it was before I came to this forum. My balances were too high, and I had applied for too many recent cards. That resulted in a low limit. I received an auto-cli, which helped. But it ultimately took a double hard pull to fix it. It shouldn't have had to happen, but it was necessary, and it was ultimately worth it.
I opted to take HPs for each of my USAA cards and for each of my BoA BBRs, and IMO they were all worth it.
At one time I considered taking a HP to get my Discover a bump, but ultimately that wasn't necessary. Also the last couple of times I've received SP CLIs from Citi there was the option to ask for more and take a HP but I didn't bother (i.e. I didn't need it that badly).
I honestly don't have any other cards that I would be willing to take a HP for a CLI; thankfully I'm also already happy with my other limits so it's a moot point. ![]()
As some of the other answers indicate, the problem is that the "cost" of an HP varies greatly depending on the circumstances. Before a mortgage app, an HP for a CLI is probably almost never a good idea (I would take an HP only for a great new card, if it was likely time-restricted and couldn't wait for closing, but not for a CLI). For those with a thick file and few HPs, there may be almost no cost.
IMO, I view CLIs as valueless (unless, as Loquat says, the low CL makes it hard to use the card as you wish), so I would never use an HP for a CLI, even if my HP cost was low!

+1... I've been at this ^^^ point for a while.
I now have limits that are sufficient for me to spend what I need/want without causing a utilization ding, so my reality is that there's no meaningful difference in my existing credit lines and having them doubled (or even $100k each for that matter) - in either case my spending is limited by my income/resources, and additional credit won't change that.
I no longer can tell a difference when I take a HP, but I still try to be thoughtful about using them since there's always a chance something new might come out that interests me, and I want my profile to be ready just in case. ![]()
Edited to add: I'll still annoy Capital One and Citi on occasion since it's just a SP, and of course if I happen to get an auto-CLI from anybody I won't be 'mad' about it, either. ![]()
Only if you really need the CLI and can't wait for an automatic one or an offer for a SP one...
That or if you don't mind incurring the HP, say if you are planning to garden for a while afterward.
For me... I've never requested a CLI nor taken a HP for one, so... for me, not worth it.
