From what I've read its not specifically the inquires but new accounts. More than 5 in the previous 2 years is the general consensus.

Have you opted out from the CRAs? Also note that even if you don't have a prequal offer from a creditor it doesn't mean you wouldn't be approved but be mindful as mentioned of Chases new policy they seem to have for limits on new accounts.
If I opted out, I don't know how I did it.

Respectfully I absolutely disagree. February I applied for CSP and BA card. Auto approved with good limits. 12 new accounts within 8 months

That was prior to the implementation of the new policy.
