I think what he meant was, even if you're not a current cardmember, would they still expedite a card for a new Chase cardmember? I could be wrong though.

Vpae, they can expedite it for you. You just have to call in.

Got my Card today... Didn't even know it had arrive because the ups people didn't even bother to ring my door bell which is like only 2min walk from my front gate...they just left it on the GATE!!! Anyone walking on the side walk could have just taken it.... Thank god I call CSP CSR to ask where my card was and they told me it was delivered.

Same with me haha I got my freedom yesterday. Checked my mail, got my mail and was like dam its not here, then somebody in my house came home and said they found the envelope at the door.
