They're both good cards and require good stats. If you're in the right spot, I'd suggest going for both if you want them. Amex values prior relationships a lot, so your Zync will be of great help. I know Chase likes to see high limits on Sapphire applications, which itself requires a high limit.
You'll have to see where you're at in a year, but that sounds like a good working plan. Unless you are able to raise some of those limits, I don't think you'll be able to get the CSP. On the other hand, I do know from personal experience that Amex will generously exceed existing credit limits if the conditions are right.
Yeah, if you are approved for the BCP with a good limit, it will definitely help towards the Sapphire. Chase will probably want to see a $5K or higher limit already on your report.
It sounds like: 6 months from now, ask for a limit increase or two; 12 months apply for a Blue Cash Preferred; 18-24 months apply for a Sapphire Preferred. That should be a good plan.

yea this is my plan CLI on BoA and chase. app for BCP in april 2013 and PC to freedom in 2/2013. CSP in 10/2013
