In order to transfer the entire amount you have to have no activity on the card for 30 days. At least when I recently called to close my SW card and transfer the Cl to my Freedom they told me they could do 1100 now or if I wait for 30 days of no activity they can do the full Cl (2500)

I am not sure what merit this has, but based on what I've read here, only the cards with small limits will let you transfer the whole line regardless of how long it's been closed.
