Am pretty sure its due to the low interest rate, I have one from 2010 that sits at $2050 now and its SD due to the fact they gave 150 raise last time. I dont do business with Cap-1 anymore, torched my 5K Sony card last month for being to high in interest rate...

I would agree, I wouldn't be surprised if the low interest rate plays a part. The potential profit is much lower so they have less incentive to give you anything.
That said OP you have many cards so if the card's hit a dead end I'd just move on. I know you are reluctant because of the APR but what good is it if the limit doesn't allow you to actually put any meaningful use to it?
