It's one of those "your experience may vary" situations. Depending on how bad you "need" this card and whether your credit profile is strong enough to qualify, you can also try reaching out to the Capital One EO in the event you don't get much traction through FB.

The WalMart I will keep in hopes of it going to a Discover eventually.
There is practically 0 chance of your Walmart becoming a Discover.

What about MasterCard?
Good catch Nixon!
OP, once your overall scores improve in time and your credit profile achieves an optimal range, then it's likely you can be solicited for the WalMart MC. Generally (scores-wise), this tends to occur around ~700 (FICO), with a relatively clean profile, low/moderate utilization, and not a lot of new accounts or inquiries.

Beware itll show up as a new tradeline though
Right, that's the only downside (or tradeoff - depending on the credit profile). Downside of course is AAoA impact. Upside, more wide acceptance through the MC network.
