Anyway, will the "manual review" that I am going to be given do any good? I explained how my util is high because I don't have a high enough line of credit. It seems to me that even if I was a billionaire and paid my bill in full I still can't get rewarded with enough credit or some better cards. I really don't see the problem in spending 99% of a CL if the bill is PIF every month..
I think the computer at Cap One is bizarre, so I'm fairly confident you'll have success with the EO.
I applied for the Cap One Sony Card on 3/4 and, although they showed a 682 EX FICO, I was system denied due to my BK from 2005 (when did Cap One get BK unfriendly?). That same day, AMEX instantly approved me for $1500 CL and an 18.9% APR once the 0% period ends (they showed me as an EX FICO of 673). Once the Cap One UW got my app thru recon, I was approved with a $1500 CL and a 13.9% APR once the 0% period ends.
You took all those HPs for the QS, so stick with the recon and you'll probably come out with something.
