Capital One CLIs are always 6 months apart. Once you get one, you have to wait 6 months before you'll be approved again. And yes, the button (or automated phone request) are the only way now. No manual reviews.
Congrats on your Spark increase! And no, Capital One is not like Amex, you can get increases on all your cards at the same time. In your case, for whatever reason, they only approved your Spark increase and not your Quicksilver. They will let you know the reasons why they didn't approve the QS CLI in the letter they send you.

He might still get it for the quicksilver. It says "under review" which they might POI

Capital One credit cards are eligible for CLIs every 6 months. This request can be done online through your account. If you signed up to receive statements and documentation electronically, you can view their decision online.

Congrats on the increases! Though in your shoes I would have clicked the love button *before* contacting the EO. The Cap 1 EO has been slowly backing out of actions they used to perform. We speculate this is because people have taken to reaching out to the EO before attempting lower tier or self help.

Well, think about it. If you worked in the higher up office of a company, wouldn't you be irritated taking phone calls from people who aren't even bothering to try the "basic" methods first? We all want instant gratification and we want a CLI but that doesn't make it the EO's primary job. They were never intended as a "but I want a CLI!" source. They took the requests ostensibly to keep customers but it was getting out of hand, which is why the PIN thing was put in place. Now it seems they really don't want you calling for a CLI period. I would assume their job descriptions include many duties that don't involve CLIs.
It's not really unique to Capital One, either. Amex recently put a PIN into place for its EO. Bank of America often changes the direct numbers to analysts when they are overused. These websites provide a lot of information and sometimes too much for companies liking. They'd prefer people to at least try the conventional route first rather than just assuming that they should be contacting EO for a CLI.
