UPDATE!
The same rep who originally called me, called me back the next day like she promised and couldn't get my AF eliminated this time, but she did offer to credit me the amount of my AF to "help out". I said sure! She said to keep checking back on the website to see if there was any movement about my CLI request and I was for the last few days with no apparent luck....

Went from my measly $300 CL to $1500!! Not the 3k I requested (I think I dropped quite a few points from a half dozen inquiries in the last week) but so much better on this card that I did not want to give up! Let me testify here that the EO route worked for me. Email Richard Fairbank directly and plead your case and it just might work out for you!
Maybe in six months I will ask for another AF reduction or a PC to a regular QS! Thanks for following my post everyone, and good luck to all of you too!
BTW, I have run the gamut with Capital One and at this point, I am very pleased with my relationship with them. At one point I had numerous COs with them, my wife was served by them back in 2006, but after we cleared all our baddies, they were the first to offer us unsecured credit. Now we have a total of $12,000+ CL with them and are very happy! Read up on Richard Fairbank and the Capital One model and check out their story, when they were first known as Signet Bank and how they revolutionized the credit card industry using Information Based Strategy (IBS) and were the pioneers in the low interest balance transfer!

Try the LUV button in 6 months. Often times, once the EO has intervened, the LUV button starts working. As for the QS offer, I wouldn't expect it to pop up until your CL hits $3K and you may have to call back into the EO to get it PCed.
