I've had my Quicksilver card for 3 months and I just got a CLI this past weekend.
No, not that I know of. I just logged into my account and hit the request credit increase button. Got approved on the spot.
Did you get a letter saying you were in credit steps? If you did, 6 months. (yeah there are always exceptions but generally, not)
Once you get a CLI, every 6 months you can ask for another.
I got my first just after 6 months in credit steps, then got another exactly (exactly, i was counting the days) 6 months later.
Wife ended up getting her CLIs after a fraud report and new cards issued. (about 3 days after they got her new cards out) Hers said it was in credit steps but she did not get her increase with it. (came early)
So general rule, every 6 months. Exceptions to the rule are random CLIs at any time for no reason.
I request all the time New thing for them, got an email and letter in the mail after one of the denials, saying with payements totalling 100 dollars or use the card atleast twice and ill get a 500 increase after 6 months.
