CapOne and Barclays Product Change Question

Hello fellow MyFicoers,

Haven't been here for a while. Hope you guys are doing a-ok!

I've got to PC couple of my cards. 

They were great cards when I got them. Not so much anymore. First one is a Cap One Quicksilver that started off as a Platinum, second one is a Barclays Commence Card that started off as a Sallie Mae MC. 

Both are Mastercards, for what it's worth. The CLs are $29k and $12k, respectively. The Cap One CL was the result of a couple of EO chats (those days!) and then a merger of my Venture. The Barclay CL was the result of auto-CLIs and a few SP CLIs through phone. 

Obtained in early and late 2013, respectively. So decent lines and adding to my not very long history, and no fees + some rewards. They used to be good rewards, but they were either nerfed or got eclipsed by my other cards. 

I don't feel good about sock-drawering them. But both banks are not known for great CS over phone / chat / secure messaging. I have tried a couple of times to PC these cards. I have decent scores (hovering around 750 across) but I'm trying to stay off apping for a while. 

Ideally, I'd love the following PCs: 

(1) Cap One Quicksilver --> Cap One Savor Dining Rewards

(2) Barclaycard Commence --> Barclaycard Uber

The signup bonuses on either cards that I want to PC to are not good enough for me to waste HPs anyway. 

So, 

(a) Have you tried and succeeded, or know of some success stories?

(b) What works? If not the direct phone/chat, what else? If you can't tell here, PM me!

I also got the Sallie Mae Rewards card and it was PCed to the (basically useless) Commence card. I called a few months ago to see about PCing to the Uber card shortly after it was released, and was told I could not. They gave me the option of changing to their cash reward card that I believe is 3% back on grocery and 2% back on gas or something like that, or the no annual fee Arrival card. I didn't take them up on either offer. Subsequently, I have called twice to try to change again, if nothing else I'd probably just do the Arrival, but both subsequent times they told me I couldn't product change it to anything. So I'm not sure if it's like you will periodically have a product change offer available, or if it just depends on which rep you get or what. Either way, good luck on getting them to PC it to the Uber card - and if you do shoot me a PM lol. I haven't tried a secure message or anything so I'm not sure how that would work out.

Once I finish all of my planned applications, I may then go about closing the Commence card and see if it will spur them to give me a good retention offer or allow me to PC the card to something useful. Btw I also just sent them a secure message.

Ghoshida best of luck on your search for a replacement for the Barclay Commence. Tried different requests ending with me frustrated and just closing it. Hope you have better luck. Seems Barclay is not concerned about customer base?

Cap1 is not doing PCs to the Savor. Believe me, I’ve tried.

Got this interesting reply to my secured message from Barclay:

At this time, our current policy prevents us from replacing your Commence™ Mastercard®. New federal regulations place certain restrictions on product changes and we are currently working hard towards meeting these requirements. We regret to inform you we are not able to process your request.

And I replied:

Can you please tell me how I can view these federal regulations myself? That sounds unusual, I have had no problems getting product changes for Chase and American Express cards, even just the other day Amex confirmed to me that I am able product change my card, and Chase as well within the last week.

Capital One hasn't been offering product changes to the Savor card, but that doesn't mean that they won't start sometime down the road. Call periodically. And if you have an offer, don't hesitate to scream and shout about it here.

Oh no, so as of now it seems like a complete no-go for everyone

So they messaged me back telling me to call a phone number to get an answer. The phone rep explained that any card could only be upgraded to another card with the same cobranded partner - not unlike chase. So we can't PC the Commence card because Sallie Mae doesn't have another option.
