Capital One CLI ?

I called the back line (two of them) and they both said that I have to request the CLI on line.  I submitted a request and received an automated response saying that I would be notified by mail within 10 days of their decision.  Is that a denial?  I've had the card since 2006 without incident and my score is 700.  Do people who are approved get a letter in the mail as well?  Thanks

I think the FAQ from C1 states that sometimes they need more time to review a file and they give that notice. In practice I don't know if anyone has gotten a CLI after having receieved that notice.
