Does anyone know any of the rules that will enable the credit limit transfer tool with Capital One?
I want to transfer some of the line from my VX ($20k) to my Savor ($3k), but the option just isn't there for me right now. It has been there in the past.
Some of the other threads on the topic have mentioned the cards must be a certain age, and the transfer counts as a CLI so it must be CLI eligible.
Both my cards are over a year old (the Savor is my second oldest active card, actually), and the Savor is actually CLI eligible. (But it's a 10% C1 special.) I don't believe either card is bucketed.
Anyone have any ideas about what you need to do for eligibility? Is it just more Capital One black box nonsense? Do you think I should I just take the 10% special?

pretty much, check both cards to absoutely make sure the option isn't there for you
if the 10% special helps match the card's limit to typical monthly spend, just take it and reset the timer for the next CLI and hope the option comes back at some point
it's also probably worth the phone call to see if the rep still has access on your account to perform the reallocation despite it not being there on the website

So, I did call in. The rep said as far as she could tell, both of my cards have the offer (/are eligible?). But she also said that they don't have the power to do anything on their end, and it can only be done self-service through the website.
And on my end the offer still isn't visible anywhere I can see.
Not sure what any of that means, but it's very stereotypically Capital One, I think.

try clearing cookies, different browsers, different IPs, I woud expect nothing less from the dumb way cap1 does stuff

Cap1 is like an abusive spouse. Just good enough to draw you back with "It'll be different this time, I promise" but then the customer service leaves you with another black eye and more excuses a few weeks later.
Or in other terms it's like buying a Hyundai, sure the cars might be nicer than they were in 1995 but their dealers will still try to 4 square you and tell you "That Trucoat is put on at the factory there isn't anything I can do".
COF never has disclosed how it determine/allows credit reallocation. I do know that certain donor cards must be kept a min of $5000 CL.
I have used this nice feature about 4 times. It comes and goes (for the past 6 years?) So when it is up try take advantage of it then.
Currently, mine is unavailable as well.
Discover- now part of COF, used to have CLI eligibility stipulations for reallocation. Was able to combine my Discover credit lines - myFICO® Forums - 6404344
