Cosign, who cares what other people think lol, especially if its legal. You're well within your right to ask for a CLI at any point, it's your CR they're pulling not theirs. I plan on conctacting them myself before the AF kicks to switch to your Cash Rewards card jsucool.
@OP, when I got finished with the Credit Steps program I was promised a 750 limit. However, they were just extraordinarily generous and gave a 2k limit increase out of nowhere. Mind you I'm a duckling to this credit world, and I even had a balance 25% of the total limit (500), when it happened. Cap One could surprise you sometimes.
As far as Cap One goes, its good to recognize that folks who take the Credit Steps Program seriously might also be actively working to better their scores beyond what might be "average effort". It is these folks (and most of those here) who tend to make much more progress much faster in the early stages of building their credit.
As such it makes sense in a way for Cap One to have a system in place to retain folks like this because they know as we all know, that if they do not stay competitive with things like CLIs for these types of customers, they stand a very real chance of losing them to competitor card issuers. I think as far as Capital One is concerned, from what I have seen from Exec Office threads; most of the time if we are willing to do the leg work to go after the CLI, they tend to play ball more often.
I think the Executive Office path to a CLI is specifically intended by Capital One to be there for precisely customers such as one would find here on myFico, who are actively working to get a better credit file far beyond "average: effort.".

The way I see it is they gave us a chance when we were subprime borrowers, but put us in a limited product. As a lender that handles prime and subprime customers, it made sense for them to segment their business that way. I think it's pretty sweet that the EO allows us to move from subprime products to prime products and limits without hard pulls. I kind of equate it to Amex Unicorn's 500 limit card customers not being eligible for prime products. Good on Cap1 for letting us upgrade.
Most subprimes don't have prime products or limits, or will make you app for a new card to upgrade. I know it was a PITA, but it works.
