I'm wondering if you guys know when/how you you can tell if your Cap 1 card is about to come off the bucketed list.
I have had a Savor One card for just over a year now and recieved 2 CLIs for 100 each. The card has gone from 300SL to now 500 and for some reason, I recieved an upgrade to the World Elite MC version. Im only running about 200/mo spend on it for misc lunch prchases at work.
I just applied for a new Cap 1 Quick Silver card as I was recieving pre approvals and I have a 3,000SL on that card. I noticed it is also a World Elite card as well. I plan to put more spend on the new quicksilver card and see if that helps me in the CLI area.
But, if I max and pay my Savor, do I maybe have a chance now for movement on that card?
I don't know why I even care to have this relationship with Cap 1, I have multiple other cards with much higher limits, but for some reason, I care. I want to have an established relationship with them and decent limits.
My scores were in the lower to mid 600s when I got my savor one and now upper 600s across the board.
Sadly a bucketed card stays bucketed due to how they package accounts for asset backed securities. It won't change unless cap1 repackages it, which is not very common.

Before you count Capital One out keep this in mind....
Do they bucket lower end cards yes. Is the Quick Silver ( Not the Quick Sliver 1) a bucketed card..No. This card will grow with you as your credit grows. Capt 1 Platinum, Quick Silver 1, and Savor all seem to be bucketed cards.
The good news is you can later apply for a better card and transfer the Credit Line of an existing bucketed card to your new card. I did this with the Platinum Cap 1 that stayed at a $2300 CL for years. I applied for a Venture 1 and got a starting 10,000 CL and transfered the CL of my Plat 1 ending with a $12,300
The other good news is Cap 1 has never reduced my limits arbitrarly based on a fluxuating credit score (i.e. Barclays, Discover, Amex). They have always extended me credit even after a BK7 and when I charged them off in College...they still had my back. When traveling they never flagged my card and froze it becuase of fraud. They would send a text but NEVER just froze my card limit. I feel safe when I travel with a capital one card (cannot say the same for AMEX) and they usually do not charge a foriegn fee for use.
So keep that in mind as you will find different credit card providers are not as forgiving.
