I was told the same thing by a csr that no CLI's are given. Then I called the back door number and spoke with a SR. REP. He informed me that Cap 1 does do a Unsecured CLI. Also I bank with Cap 1. I went into the bank to make a checking deposit. The rep asked me about my cards. He asked if I wanted them to unsecure my secured card. He called and was told that they will offer me a CLI at some point unsecured but, because the card is still new to cap 1 that at this point they dont have a system for unsecuring the card. she also told him that at some point they will offer the card unsecured but they are still working on it.
