Knowing this, I would get on chat and start with the MC - ask them if they can product change it to the Quicksilver and remove the annual fee.  No reason to pay that if you don't have to.  Then I'd get on the chat with another rep (I don't like to ask them to do too much at once, it them confused) and ask them if there are any offers to chage your cash rewards card and get the annual fee removed.

 

Maybe doing a product change will trigger something in the system and put your cards into a new catagory?  Then wait until a statement cuts and try the CLI again and see if that triggers a different reason or you might be successful.  Either way, I wouldn't keep paying the annual fee if you don't have to, try to get that removed ASAP!

Cap One is notorious for refusing to increase credit lines on "starter" cards. I had an Orchard Bank card that became a Cap One Plat, then a QS1. I tried every possible approach to get a CLI on the card, and tried multiple times to get it PC'd to a regular QS. Finally gave up and closed it. I think they do this deliberately to get us to app for a new card.
