Congratulations on getting both cards prior to the recent policy change which prohibits people from applying for more than one card every six months.
To your first question, the answer is yes. There are many cases of customers receiving more than the amount listed in the "Steps" letter at the end of the term. I've read of folks being promised $250 getting $500....and others getting exactly what was promised. I would remain optimistic since your CLIs were both impressive.

Questions -
1) I got a credit steps letter for both cards after opening explaining I would receive a CLI of $250 on each card after the 5th statement if payments made on time. I run a ton through these cards making multiple payments which resulted in the above increases. Has anyone received higher steps increases after their 5th statement than what CAP1 stated? My TU FAKO is now 730 and Cap1's Credit Tracker has me at 728 (which is 130 point increase since opening my accounts) Yes, I received a higher steps increase than was promised. What I noticed was that my QS1 received a huge CLI at 3 months and my steps was as promised. I didn't know to ask for a CLI on my platinum and received 3x what I was promised. YMMV if you received an increase before the steps kicked in. I would plan for the amount they promised and anything else is a bonus.
2) Cap1 has a new policy of only 1 new card every 6 months. I would like to combine these cards after my 5th statements CLI. Will this force me to wait 6 months to apply for a Visa Sig or Venture after I combine? I'd like another high limit card and think I would qualify. But, I could also benefit from the addition trade lines reporting instead of combining. I haven't seen this question asked so far. To be safe, I would open the new account at the six month mark before combining. the old - I know that the combination is seen as a CLI so I'd rather be safe than sorry.
