I have been asked for DL, SS, utility bills, etc. BUT, I also have a new SS # issued so I can understand why I would be asked. Plus I had to send it to update my accounts that I had opened just prior to it being changed. Juniper asked for my birth certificate or green card, since the number was new! I had alot of explaining to do with them, needless to say.
If OP happens to have one issued recently, new to the country, or maybe a mismatched number on his reports, then it is possible.
OP- Call Cap 1 from your phone and ask to verify this fax number to be sure it is Cap 1 and not a scam, just in case. You certainly want to be sure you are sending vital documents to the correct party.
I've never heard of anyone having to send a copy of their ssn, but I've had to send copies of my dl and utility bill to both Chase and Citi for their Visa's. According to their cs, it's because the house I've lived in for 5 years is showing as a new residence. The contradiction 'flags' when the credit app shows how long I've lived in my home.

I called a few times to verify the fax and they all gave me the same number.
Then you should be ok to send it. I know I have problems with EX especially because of the new number. If flags my file under the fraud warnings. It states that "this number has a high probabilty of belonging to another".

That's very smart, and what I was getting at.
Breakingthecycle, do you fall under the category of having a new SS# issued recently (or name change for marrying or whatever reason) or new to the country....did you ask why they need both the driver's and the SS#?
There are a lot of scams out there. Just saying.
