I've had a CapOne QS for years...it was upgraded from a QS1 and combined with a Platinum a long while back. I'm at a CL of $4050, and they will no longer increase my limit, I think because I'm stuck in the starter card "bucket". They are offering me an upgrade to a VentureOne card, with the same limit, same interest rate, no annual fee. Will upgrading to the Venture get me out of that CLI rut with them?

It probably won't get you out of any rut...and also it will reduce your earnings from 1.5% cash back to 1.25% (so actually a down grade to me) that can only be redeemed at full value for travel related expenses. Something to think about before you make the move. Always best to look before you leap...

Can you Apply for a new quicksilver if your scores have improved and merge 2nd card into it no idea if they allow that or not just wondering ?

Oh for sure, it's not about the card, I'd def rather have the cash back than the miles. Was just wondering if it would put me in another "bracket" with them, which may or may not be worth it in the long term.

If it's the VentureOne and not the Venture card, you'd probably end up in the same or a similar bucket. From what I've observed, the *One cards are the more heavily bucket-bound versions of their regularly advertised counterparts.
