When you called the number, did they do a review of your account with you and ask questions and what not? Then they approve or decline you? Or take your information and get back to you at a further date? I am just curious in case I should be prepared to provide / go over any information with them. I appreciate your feedback, alot thanks!

The gentleman that I spoke with took all of the history I chose to offer. I had 3 accounts and kept trying for better cards & CLIs. I called Customer Service multiple times asking what I need to do to garner favor with the Capital One Gods... At first they told me my balances were too high... I paid all but one off to 4% util... still denied a few months later. I called back, they told me I had 3 cards already and that was the maximum... if I wanted Quicksilver, I'd have to close an account or two. I closed all but one of my Platinum cards.... and still denied. I finally got on here and wrote EO, they called and I wasn't home to answer -- so they emailed that template to me... I didnt want to provide info to them that way, so I called. He listened to what I had to say and apologized for the trouble and said he would be personally converting my card over to the product I wanted, no need to close this account and apply for it. He waived the AF and told me that he would then be sending my account to an underwriter to review for a CLI. It took about a week for the CLI to show, but the PC showed in a few days. All in all, a much more pleasant experience than regular CS.
I still have to call mine back, he left a message today asking if things were working out better.

Thank you so much for the detailed reply! I currently have 4 capitalone quicksilver mastercards, each of them with 1250 limits. I would like the line increased on one of them so I can use it as my main card and I obsiviously want to slowly close the other ones because of the Annual Fee's (which I probably would not say). They may think I am crazy or help me out. I appreciate your responses!

Have yourself a plan. I would suggest that you pick out which card you want the biggest limit on, then pick out 1-2 of the newest cards based on account opening date and be prepared to sacrifice those if need be -- you can just say you are willing, if need be. My overall credit exposure to CapOne went down by a couple hundred bucks, but I get rewards and I don't pay AF anymore. Don't be afraid to ask for a change to the Quicksilver or getting rewards... it's easy for them to add that to your account.
I did not see that they did a hard pull in the process of adjusting my card, but I am sure they do with some. I'd never been late or overlimit, so they probably used existing account info to do mine.
My problem is I have about 20-28 percent utilization on all of the cards. Would it be feasable to close 2 accounts with a small balance to transfer? (because all of my cards are quicksilver mastercards) and I rather have a higher limit card or the visa version. Since I am not prepared to pay off all of the balances at once, maybe timing is off (duh). I am just annoyed withself for having all these cards that are the same and using them interchangeably lol.

The 20-28% utilization is okay if it's spread out. The less than 10% number you see strewn about is for *optimal* FICO scoring. Some credit card issuers, Capital One in particular, do like to see some utilization. If you have one card that is near maxed out, that might be problematic, might not. No one on here knows what their underwriting criteria is or isn't taking into account. Some have had luck switching from MC to Visa versions, others were told no. I think my QS is a MC because it supposedly kept the same account number.
I would *not* volunteer that you are not able to pay the balances, they won't ask you. They will ask for annual income, housing situation, etc. Now some recent posts say that Capital One will not merge credit cards... like in your case the 4 $1250 lines into a single card with $5000. But I did see one post from a few weeks ago where Capital One closed 2 cards and the person endedup with a smaller exposure but a single card with a much more versatile credit line.
One other thing you can do is look at your balances across the last 6-12 months. Are these going higher and higher or are they staying about the same? Are you bumping against the credit lines and paying down or are you just avoiding using them because the credit lines are low?
These are all things you need to think about before you talk to them... Just tell them what you are wanting to do, demonstrate that you are flexible and willing to meet them in the middle and things should work out unless there are specific issues they want to address.
That is great advice. I opened each of the cards about 2-3 years ago when establishing a better credit history. Each of the 4 cards has about an 18-28% utilization and I always pay much more than the miniumum payments, several times a month. About 5 months ago, the cards had lower limits and higher balences. I used a large tax refund and paid down all the cards to below 30 percent. Now I just want the ease of not having 4 cards and 4 annual fees with low limits. I have some badies in the past but its been over 4 years and an experian score of 670. I will definitely stress my flexibility to work with them and further my relationship. Thanks!

There you go. You just outlined your biggest concern, it should be easy for them to come to some agreement with you, especially if your most recent baddie is more than 4 years ago. Did you resolve any of those baddies or are you letting them age off?
Ya I have a bady from 2008 and 2010 when I was in college. Charge off with a 300 dollar limit capital card. I paid one off and the other let age because it is almost seven years. I have a great payment history and low utilization across the board on different cards. I am just afraid to ask them for a favor when I burned them in the past but it has been a long time and I have been responsible with these accounts for over 2 years.
Also, when they originally pulled my credit for these cards my credit score was bad about 570, fast forward 3 years and I am at 670 Equi, 690 transunion and 680 Experian.
