Very interesting, I was not aware that the QuickSilver card was issued as a starter card w/credit steps, I thought that was reserved for QS-One. Not that I'm an expert on Capital One's 31 flavors of cards....
LOL on the "database" comment, I thought only Comenity had that

My card is a Platinum QS Visa, no "One". It looks like this:
I accepted a pre-approved mailer for it right at about 2 months after closing both my QS1 cards that I had had for close to 4 years. It's a long story...

Okay so you got lucky ONCE....
My QS was technically enrolled in credit steps, but when it was a baby.....it all started...around 3 years ago.....

I got denied for a cap1 secured card, and then approved for a cap1 platinum card w/ no AF with a limit of 3k
about 2 weeks later, i hit up cap1 and they agreed to change it to the green cash rewards card
credit steps CLI from 3k to 3.5k (wow thanks cap1!) #Sarcasm
2.5 years pass by (maybe longer) and i finally get another CLI from 3.5k to 6.5k
i never use it anymore.
