Without specifics it's really hard to offer any solid advice.
That said, I would use the soft-pull credit card list here to find where he stands. None of these will do a hard pull right off the bat. (I think one or two might, but they are marked as such -- I'd avoid those) I'd go through the list, see which he's approved/denied for, then make a decision from there. If he's approved for all/most, chances are he'll be approved for almost any card.

Does Paypal Mastercard do this or do they have a pre qual link ?

He doesn't want to give the info. He's also refusing every suggestion I give him to try. PayPal isn't good enough because they've supposedly been closing some YouTuber's accounts based on politics, AMEX isn't accepted everywhere blah blah blah. I give up. Meanwhile I got a $16K credit limit from the same PayPal card he shot down. His loss I guess.

PayPal says right on the site that they only HP if approved. I did it the other day and was instantly approved with a HP after being denied with no HP like two months ago.

I work with a guy like this. He came to me based on me helping several other people rebuild their credit scores and helping some guys with a good rewards strategy.
This guy asks what he should get and what would be best, and when I asked what cards he already had, he said he wasn't comfortable telling me the cards he already had. I told him that I really couldn't help him not knowing that. He said "Well, just make a list of "good cards" and if I already have them, I'll just look at the others." Ok... I should have stopped there, but I asked what was biggest areas of spend or he was needing a BT, etc. Again he says "I'm not really comfortable talking about all that."
At that point I just told him he needed to figure that out on his own. I told him that me giving any advice based not know the situation probably wouldn't help him much.

That seems odd, @JNA1, especially since he came to you for advice.
My guesses are that your coworker either:
People outside the card community sometimes don't understand the complexities of picking a simple credit card or two.

My guesses are that your coworker either:
- Is embarassed about the cards he already has and doesn't want word to get out.
- Doesn't really know which cards he has without looking and didn't want to look stupid since he knows you are informed.
- Doesn't really know his major spending areas and either doesn't want to admit that or doesn't want to do the work to gather it for you.
- Has some peculiar spending habits (super frugal saver or super lax spender) and doesn't want word to get out.
- Has major trust issues since you were just asking for general information (not account numbers or to see the cards) and perhaps doesn't understand that sharing that information isn't a security threat.

Yeah, I agree. This dude is kind of an odd cat anyway, so I guess I shouldn't be too surprised. That said, why even ask for help if you are going to get weird about any details. I just can't imagine he wouldn't have thought I would at least asked basic questions about what cards he had. He seemed genuinely surprised that I asked.
He is a real nervous, scary type though. He's the undisputed PPE Champion of the of the whole company. I imagine him putting on gloves to brush his teeth, but I can't confirm it! 😂
Maybe he thinks I can somehow access his cards if I know which ones he has! 🤷♂️😂
