All my cards in my signature have been obtained with derogs (not proud of it, but it is what it is and true). As I have/had gotten these cards when my reports were even worse... Granted each credit report / profile is different so obviously results will vary.. Things that are considered are how thick is your profile, mortage/car payment history, utilization, income, inquiries to only name a few.. Depends on how old the derogs are as well and for how much, etc..I have ALOT of positive stuff on my credit report to, which I assume outweighed some of my baddies thus the approvals (things such as 15 years perfect auto loan payment history, multiple homes with perfect payment history, etc). My report is much cleaner now with really only lates left that are well aged, but that wasn't the case when I got most of my cards. Scores were in the 660 range when I started to get most of them. The more recent US Bank, Total Rewards and two Cap1's scores are closer to 690-700 range

Others are stores cards mostly with Comenity and Synchrony along with Kohls which is Cap1. I really want discover or Amex but a long shot. Score is 670 or so.
I'll have significant derogs in my reports until early 2017. The cards in my profile are listed chronologically left to right, and except for the first few all were obtained with derogs and scores as shown below.
Capital One is probably your best bet. i got a $3k QS1 back in August last year. Put significant spent through ti and got a $5k Venture in January. Continued to put significant spend through that and got a $30k Venture last week. I think it's an example of Capital One liking heavy use and PIF and rewarding the relationship.

I have a QS. I'm in credit steps and only have a $300 limit. It sucks lol

This is why you see all the Kohl's cards with 300 or 500 Cl's lol ... Haven't quite changed on that front yet like the venture/qs
