I was approved for the card the 5th of July. Haven't used the card at all. I typically don't use new cards until I know when statement will cut. However, with Care Credit it has been over 30 days and I have yet to see a statement. Looking at my credit report the balance was updated August 6th; which was $0 because I have yet to place a charge on it. I know I'm sort of answering my own question, but I've just never experienced this. Guess they're saving energy resources...
Did you create an online account? It will show everything your asking here. Probably can see the first statement in PDF with all the dates.

I did. However, not one statement has generated.
I started out with a regular CareCredit account and don't recall receiving monthly statements unless there was a balance owing. At some point Synch changed it to a MC and monthly statements are generated with $0 balance.

I used Care Credit for some dental work once. I paid the balance for the 0% offer by the due date, so I was not subject to the 29.99% backdated interest (for the entire amount, even if payments have been made) rate.
I have never really known what a "Care Credit card" actually is, other than it can be used at Rite-Aid to make purchases. I think I had a "Care Credit card" at some point, because I remember buying something at a Rite-Aid with it as an experiment.
As far as I know, each health/dental/veterinary provider decides which Care Credit deferred interest plan to offer to clients/customers, then Care Credit decides whether or not to approve the loan.
This is just my guess: the "Care Credit card" approves health/dental/veterinary provider contracts up to the limit that has already been decided upon for the "Care Credit card" by Synchrony.
A "Care Credit card" is not what I think of as a real credit card. Apparently a "Care Credit card" can be useful for building/rebuilding credit, but beware the 0% deferred interest plans.
