PCs are somewhat at their whim. if you PCed within the last 6 months, then you wouldn't be eligible to PC until 6 months from the last PC. There is no limit from the date of approval. I was able to PC my VentureOne to QS before I even received my first statement.
As for MC and Visa, your card will retain its network. if you have a QS1 MC, it will remain MC when you PC. I currently have a V1 WMC due to this.
In regards to why you don't have an offer, what are you FICO scores like? What is your CL on your QS1?

Scores are TU 746, EX 711 EQ 686. Credit limit for this card is $850. It was my first card at the start of my rebuild. I kind of think I'm straddling in no man's land. I got a CLI of like $200 in November. My scores were mid 600's at the time. First of January my last negative was removed from my reports and my scores made big gains. So, they maybe haven't caught up to where I'm at score wise. I've got $1700 worth of balances that will come off once my other cards report by the end of February. Based on research and reading here and elsewhere I kind of feel like if I were some new customer and applied for a card with them, I'd get a heck of a lot more credit limit. My goal I suppose is a Venture card and probably will give that a shot as soon as everything reports for the month. My total utilization then will be less than 5% with just one card reporting something like 11%. My DTI will be less than 5% and my income is $70k. I just wanted to get this QS1 converted so there'd be no AF on it.
I tried to PC my QuickSilver One to a QuickSilver multiple times through chat and EO. I was denied every time. EO told me that it wasn't possible due to my QuickSilver One being a MasterCard, stating that it couldn't be converted to a Visa product.

I thought one of the considerations was that you have to have a minimum CL of $3K to switch to a regular QS but I ve read posts that folks have been able product change with a lower limit.

I'm not sure how they could misunderstand. I stated in chat, "I'm inquiring to see if I can change/upgrade my 1 1/2 year old QS1 to a QS in order to avoid paying an AF. Can you help with that?" The chat rep stat, "No, you don't have any offers for that." I'm mainly curious what some reasons might be for them to deny. It's not the length of time I've had it. Others have done it way sooner. I don't owe anything on it. I've used it plenty. Paid it on time, every time, multiple times per month. It's not the MasterCard Visa thing as others have confirmed it will stay a Mastercard. As I stated, I am deaf or I'd just pick up a phone. Im going to call via internet relay and speak to someone and see what they say.

Score are fine for QS, but the CL is too low. Once you get that CL above $3K, you'll probably be able to PC. if you merely want to avoid the AF, you can request to waive it.
