This morning I called the CEO's* secretary at [Number deleted]. I asked her to have somebody get back in touch with me about my credit card and then she took down my info.

@CreditChampion - I don't think that's the case. I recently got approved for Chase Amazon and called back an hour later for a limit increase and the rep said it'd be a HP. Later that evening I called three other people (2 in recon and 1 regular CSR) and all three said that it'd be a HP. They would not budge.

Let's let the OP provide the outcome - it may result in HP or SP. The Chase EO has a bit more flexibility as an escalated channel but it depends on the issue. However, one should not abuse the EO privilege as an attempt to avoid the HP (permissible purpose) or FICO "hit" in lieu of available/standard channels that can address the matter at hand.

Standard channels would deny the CLI even with a HP.
The low limit on my freedom is killing utilization and dropping my score. I am unable to use the intro period because the card gets maxed out so quick.

Why not go through the standard channel for your CLI? I doubt you have extenuating circumstances that would deem escalating to the EO - unless Chase has for some reason failed to deliver or you have exhausted any reconsideration efforts or other avenues?
