From what I was told, they review the accounts every 6 months to see if your account is eligible. You cna also call after 6 months and ask.
I don't think they review it every 6 months. At least not in my experience. I've had to "ask" for my CLIs lol
They'll more than likely review your account after 6 months... if you ask them to review it.
I've used my Freedom card extensively. Specially in the first half of this year (Had it since last July) and no auto-CLI yet. We'll see this July since I've burned through this card like a maniac, but my hopes aren't high for that.
As far as I know, most CLI's are asked for from the card-holder and require a hard pull, most of the time.

I have two Chase CCs, one Freedom and one Amazon since February 2012, and I like to know often does Chase gives you CLIs. Thanks
You can always combine your accounts if you have a zero balance on the account you're transferring from. I combined my Amazon to my Chase and later Chase to Slate.
My Freedom card hit one year this month. No auto cli.
I got an auto CLI of $1000 after a year on my Freedom...nothing on my Southwest yet...no sure how they go about making those decisions.
