I don't have this particular card yet but I do believe that's how most of chase's rewards work. Will post after your statement closes.

I think I should as well provide OP my recon experience. So I recon twice, first one with a gentleman who patiently listened out my points and said :" No". He completely agreed on every single point I mentioned but it just seems like he wasn't able to do it because of "the policy". He mentioned multiple times that I have way too many new account for the last two years (7). For the second recon, the rejection came way more straightforward. The lady just went back for a few minutes and said No with the same reason. So I guess chase did change their policy.

Do you guys know if I can product change one of my chase cards for this IHG card? I don't really use my Sapphire and Amazon cards anymore and I have Freedom/AARP with them. A total of 4 cards.. lol

This card MUST be the easiest Chase card to get... Cuz I think I was just approved for one (got a welcome to the club email with no indication of CL) and I was denied for every other chase card I've ever tried to get, even recently....
