Chase PC issue and Citi Questions

Just called Chase to PC my SWRR to a CSP, no go.  Cannot change from partner card to regular Chase card.

Does anyone knoe if you can PC a Citi Hilton card to a Thank You Preferred?

If you apply for a CSP you would be able to transfer the CL of your SWRR to your new CSP, and you would get the bonus
